
The Katsina State Judiciary has appointed Dr. Basira Umar as the first female Chief Registrar of the High Court of Justice since the state was created in 1987.
The appointment was confirmed in a statement issued Saturday by Malam Musa Usman, Director of Protocols at the State High Court.
Umar’s appointment follows the retirement of Mr. Mustapha Hassan-Rumah, who previously held the position.
According to the statement, the Chief Registrar serves as the chief accounting officer of the judiciary, overseeing the court’s finances, budget preparation, and management.
The registrar is also the administrative head, responsible for the day-to-day running of the judiciary in Katsina State.
Career Background
Before her elevation, Umar served as Director (Deputy Chief Registrar) of the Multi-Door Court Division, where she helped advance alternative dispute resolution mechanisms in the state.
Her appointment is seen as a landmark achievement for gender representation in Katsina’s judicial system.
